Survey data shows a majority of residents support indoor recreation including a tax increase for that purpose. As noted above there are some that do not support a tax increase for indoor recreation and a percentage that are undecided. This preliminary data helps in establishing priorities for consideration in each community surveyed. However, prior to moving forward with the creation of a shared publicly owned community space two very important steps must occur. One, a statistically valid scientifically administered survey is administered to confirm details and feasibility. Second, if funding the project through a general obligation bond is pursued a community must vote in favor of a tax increase for the construction of a facility.
​Public Officials: a path forward in addressing indoor recreation must include support and participation from public officials who are connected with residents and empowered with a knowledge of how to reasonably address the situation. South Valley Indoor Recreation Study facilitators are committed to helping public officials in exploring the question. Wellsville public officials past and present and city staff have had several conversations with study facilitators throughout the process.

Additional Participation: public officials both past and present and city staff have also attended several meetings to learn more about the feasibility project as they have explored critical questions for residents. Currently Wellsville city is exploring the option of participating in a recreation special service district to initiate the process of researching the specific questions of building and operating costs facility amenities, and location.

Outreach Efforts
Wellsville residents have had several opportunities to express their thoughts and interests regarding indoor recreation. The first was through the 2024 Utah Wellbeing Survey The results showing interest in indoor recreation from the wellbeing survey prompted Wellsville city to participate in the South Valley Indoor Recreation Survey and associated feasibility study which is an effort to take a deeper dive into specific interests and questions related to the feasibility of creating a community space.
Residents were notified of the availability of both surveys through the Wellsville Newsletter (link above) and a link to the surveys was included on the Wellsville City website. Residents were also notified by text with a link included for these surveys and there was significant activity on the Wellsville Utah Neighbors & Friends! Facebook group page regarding these surveys. These survey were also available in hard copy format at Wellsville City Hall.
Outreach for the South Valley Study also included the following: a banner at the corner of Main St & Hwy 89, multiple corrugated signs throughout Wellsville, an e-mail and text to those that have participated in Nibley programs and events (including those from Wellsville) along with social media posts on a variety of social media platforms and pages. It should also be noted that local Cache Valley News outlets including the Herald Journal, Cache Valley Daily, and Utah Public Radio have published multiple articles about the South Valley and associated Cache County study. The topic of indoor recreation has been on the Wellsville City Council agenda several times which has prompted a number of productive discussions.
